Congressman Clay Higgins (R-LA) has announced that funding for 11 community projects in Louisiana’s 3rd Congressional District was approved by the House. The projects are included in two appropriations bills: H.R. 5371, which was signed into law on November 12, 2025, and H.R. 6938.
The funding will support a range of initiatives. Under H.R. 5371, $2 million is allocated to expand and modernize the Ambulatory Surgery and Obstetrics Department at Abbeville General Hospital. Another $1 million is designated for workforce development at the South Louisiana Community College Commercial Diving Center of Excellence.
H.R. 6938 provides $5 million to construct a Semiconductor Technology Center at the University of Louisiana-Lafayette, supporting scientific research and manufacturing training. The bill also includes $1,912,500 for coastal resiliency efforts in Cameron Parish through the Southwest Louisiana Living Shoreline, Habitat Restoration, and Public Access Initiative.
Additional allocations include $1,467,002 for technology upgrades at the Vermilion Parish Sheriff’s Office; $1,650,000 for pre-construction work on the Houma Navigation Canal; and $1 million for pre-construction activities related to hurricane and storm damage protection for Iberia, St. Martin, and St. Mary parishes under the South Central Coastal project.
A significant portion—$131.5 million—is directed toward advancing critical features of the Morganza to the Gulf system to provide hurricane and flood protection for Terrebonne and Lafourche parishes.
Other local infrastructure improvements include $750,000 each for pump station upgrades in New Iberia’s wastewater department and construction of a new water treatment plant in Jeff Davis Parish. Lafayette Consolidated Government will receive $1 million to support construction and replacement of water line equipment.

Clay Higgins has served as U.S. Representative for Louisiana’s 3rd District since 2017 after replacing Charles Boustany. He previously held office in the Louisiana House of Representatives and currently resides in Lafayette after being born in New Orleans in 1961.
