Kennedy reintroduces bill for special inspector general on Ukraine aid

Senator John Kennedy of Louisiana has reintroduced legislation aimed at creating a Special Inspector General (IG) to oversee U.S. aid to Ukraine. The proposed bill, known as the Independent and Objective Oversight of Ukrainian Assistance Act, seeks to ensure that the humanitarian, economic, and security assistance provided by Congress is used effectively.

Kennedy emphasized the importance of this oversight: “America’s military and economic aid to Ukraine isn’t charity—and it can’t go to waste. My bill would help President Trump appoint a Special Inspector General to shine a light on how Americans’ tax dollars have been spent since the war began.”

The bill proposes allocating $20 million for the establishment of this oversight role from existing Ukraine aid funds. This amount constitutes less than 0.01% of the $175 billion in supplemental aid designated for Ukraine.

To limit bureaucracy expansion, the legislation includes a termination clause that would dissolve the Special IG position when U.S. taxpayer spending on Ukraine falls below $250 million annually.

Kennedy initially introduced this measure in 2023.
