Senator John Kennedy of Louisiana has raised concerns about a systemwide failure in New Orleans after a man accused of murder was found to have violated his house arrest conditions over 40 times without facing consequences. Speaking on the Senate floor, Kennedy questioned how Nicholas Miorana, who was under home confinement with an ankle monitor, managed to be involved in a shooting that resulted in one death and three injuries.

Kennedy stated, "One person was killed; three others were injured. Some people, particularly back home, are probably thinking, Mr. President, okay, what else is new? Another mass shooting in Louisiana and in New Orleans. But this one was preventable."

The senator criticized both the district attorney and Judge Leon Roche for their lack of action despite being informed by the monitoring company about Miorana's repeated violations. "He had on an ankle monitor, and the monitor company reported to the district attorney and to Judge [Leon] Roche that Mr. [Nicholas] Miorana is violating the terms of his house arrest and ankle monitoring [for] 45 days. Do you know what the district attorney did? Do you know what Judge Roche did? Nothing. Zero. Zilch. Nada," Kennedy remarked.

"This was a system failure, Mr. President... I love New Orleans, but New Orleans deserves better," he added.

Miorana is accused alongside two other suspects of killing Yasmeen Webb and injuring three others during a shooting on November 21, 2024. His criminal history includes charges related to domestic battery, child endangerment, gun possession as a felon, and previous imprisonment for armed robbery.

In January 2024, Miorana entered a plea deal leading to probation which he later violated by committing another misdemeanor offense. Despite these violations, Judge Roche placed him under house arrest with an ankle monitor instead of revoking his probation.

Law enforcement continues to search for Daniel Miorana and Darrell Adams, who are also suspected of participating in the incident.
